日本政府がロシアと領有権紛争をしている「北方四島」（千島列島南部）を面積で均等分割する解決案を提示した。
麻生外相は１３日、衆院外務委員会に出席、「島全体を占めないとしても４島が少しずつでも日本の領土に入るようにしなければならない」という前原誠治民主党議員の指摘に対し、北方四島を２等分する境を日本とロシアの国境とする案を出した。「択捉島の約２５％と残り３島を合わせれば北方領土の半分になる。面積で計算せず２島、３島、４島で分割するのはとんでもない」と述べた。
早期妥結急ぐ日本政府が積極的に解決を模索する理由はプーチン大統領の任期中、すなわち２００８年５月までにこの問題を解決しなければならないという判断からだ。麻生外相は衆議院で「プーチン大統領が強い権力を持っており、領土問題を解決する意欲があることから彼の在任時に解決しなければならない」と強調した。日本は特に２００４年１０月、プーチン大統領がハバロフスク隣近諸島をめぐる国境紛争地域を中国と正確に半分に分割する内容で合意した事実に注目している。日本政府と学界ではこの方式を北方四島にも適用する案を検討し始めた。
麻生外相は安倍内閣発足直後「２島を基点に国境を分けるのは日本が反対し、４島はロシアが反対する。中間である３島をロシアから返還する案が考えられる」と話している。 １０月、モスクワで開かれた「日ロフォーラム」でも自民党の河野太郎衆院議員が３島返還論を申し立てた。しかしここを実質的に支配しているロシアの反応は冷やかだ。まだ政府次元で何の妥協案も出ていない。ロシア内世論も領土返還に否定的だ。ロシア世論調査基金が実施した調査の結果「千島列島南部４島を日本に返還してはいけない」という意見が９９年４７％▽２００１年５４％▽２００５年６７％－－と増加している。 「断念できない豊富な資源」＝北方四島紛争は日本の北海道とロシアカムチャツカ半島を結ぶ２０の島のうち最南端の択捉、国後の２島と北海道北の歯舞、色丹２島をめぐる両国の領有権紛争だ。
日本は１９０５年、日露戦争で勝利した後、ここを占領したが、第２次世界大戦で敗れるとこれを４０年ぶりにロシアに渡した。日本が北方四島をあきらめることができない理由は、ここに大規模ガス田が埋蔵されているだけではなく、この地域が軍事的要衝地だからだ。水産資源も豊かだ。 ８１年、日本政府は内閣会議で２月７日を「北方領土の日」に制定、北方領土問題解決のための法案も作った。学校歴史教育はもちろん、９２年からは４島に住むロシア人たちを相手に日本文化を教えている。昨年この地域で２３回のロシア－日本相互訪問が民間次元で行われている。
